CLOSED SESSION: Pursuant to Section 610.022 RSMo., The Board of Aldermen could, at any time during the meeting, vote to close the public meeting and move to closed session to discuss matters relating to litigation, legal actions, and/or communications from the City Attorney, as provided under Section 610.021(1) RSMo., and/or personnel matters under Section 610.021(13) RSMo., and/or employee matters under Section 610.021(3) RSMo., and/or real estate matters under Section 610.021(2) or other matters as permitted by Chapter 610.
Meeting MinutesMINUTES OF THE BOARD OF ALDERMEN MEETING CITY OF BALLWIN – 300 Park Drive September 26, 2016
THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES.
The meeting was called to order by Mayor Pogue at 7:00 p.m. Roll Call PRESENT ABSENT Mayor Tim Pogue Alderman Jim Leahy The Pledge of Allegiance was given. MINUTESThe Minutes of the September 12, 2016 Board of Aldermen meeting minutes were submitted for approval. A motion was made by Alderman Stallmann and seconded by Alderman Finley to approve the September 12, 2016Board of Aldermen meeting minutes as presented. A voice vote was taken with a unanimous affirmative result and the motion passed. The Minutes of the September 12, 2016 Board of Aldermen Closed Session meeting minutes were submitted for approval. A motion was made by Alderman Leahy and seconded by Alderman Finley to approve the September 12, 2016Board of Aldermen Closed Session meeting minutes as presented. A voice vote was taken with a unanimous affirmative result and the motion passed. NEW BUSINESSLEGISLATION BILL NO. 3936 CIRCUS TRIX SUE A motion was made by Alderman Leahy and seconded by Alderman Terbrock for a first reading of Alderman Terbrock inquired when Circus Trix would take possession of the property. It was believed Circus Trix will take possession in late fall. Alderman Roach asked if there had been a Special Use Exceptions that would fall under the category of recreation and entertainment facility before. City Attorney Jones stated that he was not aware of any other than amusement games. A motion was made by Alderman Terbrock and seconded by Alderman Kerlagon for a second reading of A roll call vote was taken for passage and approval of Bill No. 3936 with the following results: Ayes – Aldermen Terbrock, Roach, Leahy, Stallmann, Finley, Kerlagon
BILL NO. 3937 ST. LOUIS COUNTY JOINT DRUG TASK FORCE A motion was made by Alderman Finley and seconded by Alderman Stallmann for a first reading of Alderman Finley wanted to provide Chief Scott the opportunity to provide an update for how this multijurisdictional task force was doing in light of what has been happening in the past year. Chief Scott stated the task force is made up of 13 police departments and 3 federal agencies. Last year, compared to this year, Chief Scott provided the following information: 2015 2016
Seized over $3.7 million in asset forfeiture Seized over $1.8 million in asset forfeiture to date 235 illegal fire arms 121 illegal fire arms Interdicted 55 active meth labs -- 850 felony arrests 328 felony arrests 120 search warrants 72 search warrants conducted 518lbs of marijuana 152lbs of marijuana 187 new marijuana plants 56 marijuana plants 9.5lbs of cocaine 3.3lb cocaine 1lb of crack cocaine 1lb of crack cocaine 26lb of meth amphetamine 101lb of meth amphetamine 32oz of pseudoephedrine 12g of pseudoephedrine 27lb of heroin 15lb of heroin
The team the City participates with has handled the following incidents in 2016: Interdicted a heroin/crack cocaine distributer Interdicted a heroin distributer Interdicted a cocaine distributer Interdicted a methamphetamine distributer Multistate cocaine distributer case Alderman Leahy asked if the Chief would consider the greatest drug academic in high schools is heroin. A motion was made by Alderman Stallmann and seconded by Alderman Finley for a second reading of A roll call vote was taken for passage and approval of Bill No. 3937 with the following results: Ayes – Aldermen Terbrock, Stallmann, Roach, Kerlagon, Leahy, Finley; CONSENT ITEMSBudgeted items which are low bid and do not exceed expenditure estimates and/or
A motion was made by Alderman Stallmann and seconded by Alderman Terbrock to accept the Consent Items. A voice vote was taken with a unanimous affirmative result and the motion passed. MAYOR’S REPORTMayor Pogue announced that the petitioner asked to pull the Storage facility discussion until further notice. Mayor Pogue stated he sent copies of the Policy Statement from the Legislative Affairs Committee which were finalized last week will be going to the Board of the Municipal League and will be presented to the entire floor at a future meeting. Once that meeting date has been determined, Mayor Pogue will send the Board the information. ALDERMANIC COMMENTSAlderman Leahy announced the Hold the Line Flamion event has been moved to this Friday. Alderman Stallmann complimented the Ballwin Police Department on the BBQ event at the Wolf on Saturday for the Festival for Flamion. He was not aware of how much the event raised but there were a lot of people there. A motion was made by Alderman Terbrock and seconded by Alderman Stallmann to adjourn the Board of Aldermen Meeting. A roll call vote was taken with a unanimous result, and the meeting was adjourned at 7:11 p.m.
