MINUTES

The Minutes of the January 22, 2018, Board of Aldermen meeting were submitted for approval. 

A motion was made by Alderman Stallmann and seconded by Alderman Leahy to approve the January 22, 2018, Board of Aldermen meeting minutes as presented.  A voice vote was taken with a unanimous affirmative result and the motion passed.

 

LEGISLATION

BILL NO 3987 ESTABLISHMENT OF ZERO PROPERTY TAX RATE INCREASE
AN ORDINANCE SETTING THE REAL ESTATE TAX RATE OF ZERO (0%) PERCENT IN THE CITY OF BALLWIN FOR THE FISCAL PERIOD BEGINNING JANUARY 1, 2018 AND ENDING DECEMBER 31, 2018.

A motion was made by Alderman Finley and seconded by Alderman Bullington for a first reading of

Bill No. 3987, title only.  A voice vote was taken with a unanimous affirmative result and Bill No. 3987 was read for the first time.

Alderman Stallmann asked City Administrator Hanson how long the real estate tax rate has been set to zero. City Administrator Hanson stated that this year marks the 30th anniversary that the City continued to set the real estate tax rate to zero. 

Alderman Finley commended the stewardship of the City, through past alderman and staff, in order to be able to continue to set the real estate tax rate to zero.

A motion was made by Alderman Stallmann and seconded by Alderman Bullington for a second reading of

Bill No. 3987, title only.  A voice vote was taken with a unanimous affirmative result and Bill No. 3987 was read for the second time.

 

A roll call vote was taken for passage and approval of Bill No. 3987 with the following results: 

Ayes – Aldermen Stallmann, Bullington, Roach, Kerlagon, Leahy, Finley
Nays -- None. 
Bill No. 3987 was approved and became Ordinance No. 18-01 

 

CONSENT ITEM

  1. Parks & Recreation Apparel Purchase for Staff and Participants

A motion was made by Alderman Leahy and seconded by Alderman Kerlagon to accept the Consent Item as recommended by staff.  A voice vote was taken with a unanimous affirmative result and the motion passed.

 

CITY ADMINISTRATOR’S REPORT

City Administrator, Eric Hanson, stated that he, Director of Development / Assistant City Administrator Andy Hixson and Alderman Mark Stallmann would be attending Municipal Day sponsored by the Missouri Municipal League in Jefferson City the following day. They have meetings scheduled throughout the day with legislatures.

Alderman Finley asked what the status was on Senate Bill 611. City Administrator Hanson stated that he and Mr. Hixson met with Sen. Koenig and the Ballwin rate was below the cap that was presented in the Bill. He added that there was more of discussion on the USE tax on internet sales.

City Administrator Hanson provided an update to the Board regarding streetlights that have not been repaired by Ameren. He stated a meeting is being scheduled with representatives from Ameren in an effort to try and get these issues resolved.

 

STAFF REPORTS

PUBLIC WORKS RADIO PURCHASE

Superintendent of Streets, Jim Link, stated that the 2018 budget included the addition of 9 radios for the supervisor and paving needs. Four radios would be portable and the remaining five would be installed in vehicles that do not have radios.

Alderman Roach asked how long the radios last for. Mr. Link did not have a definitive answer but stated that the batteries have a life 3-5 years before needing to be replaced. He believed the radios would last a long time. He stated his current radio he has had for three years.

A motion was made by Alderman Stallmann and seconded by Alderman Roach to accept staff’s recommendation and award the radio contract to Motorola Solutions for purchase 9 radios.  A voice vote was taken with a unanimous affirmative result and the motion passed.

 

CITY ATTORNEY’S REPORT

City Attorney, Robert Jones, stated that he found some issues with Ballwin’s Nuisance and Dangerous Building Code. He would like to update and amend the code.

A motion was made by Alderman Finley and seconded by Alderman Stallmann to have City Attorney Jones draft legislation amending Ballwin’s Nuisance and Dangerous Building code.  A voice vote was taken with a unanimous affirmative result and the motion passed.

 

ALERMANIC COMMENTS

Alderman Kerlagon made a comment on the recent decline of the stock market.

A motion was made by Alderman Stallmann and seconded by Alderman Finley to adjourn the Board of Aldermen Meeting.  A roll call vote was taken with a unanimous result, and the meeting was adjourned at7:13 p.m.
