7.25.18 Board Recap

A Ballwin Board of Aldermen meeting was held on Monday, July 23, 2018 at 7 p.m. A few highlights from the meeting are below as selected by staff. Official meeting minutes will be posted upon approval after the next Board of Aldermen meeting, at which time this page will be updated.

  1. Citizen Comments:
  • Resident Tiffany shared her concerns about the lot on Old Ballwin Road recently purchased by ELCO. She also expressed her appreciation for where she lives.
  1. Unfinished Businesses:
  • Bill No. 3994 was withdrawn. Board members previously expressed concern about making a universal standard in regards to street light maintenance in Ballwin. Further research to finding a solution will be conducted.
  1. Legislation:
  • Bill No. 3995 passed to amend the language within the ordinance identifying the qualifications of who may obtain a liquor license within the City of Ballwin.
  • Bill No. 3997 for a special use exception to ELCO passes after much discussion. During the discussion, Mayor Pogue suggested adding a condition forbidding vehicles to be parked on the site until an occupancy permit is obtained. This condition was approved and will only allow vehicles that are needed in the construction process for the improvement project to be parked on the site. The Aldermen expressed concern with ELCOs failure to comply with past requests and abide by City policies. The Bill passes but will not be signed by the Mayor until ELCO comes into compliance with the current code.
  1. Consent Items:
  • Consent items “b, c, and d” pass with unanimous approval: the liquor license application for the Ballwin Craft Beer festival, transfer of liquor license for Ballwin Recreation Complex, and the purchase of a stump grinder. Consent item “a” was pulled by City Administrator Hanson to elaborate further on the semi-annual financial statement during his report.
  1. City Administrator’s Report:
  • In regards to consent item “a,” City Administrator Hanson provided further information on the semi-annual financial statement showing the City is in a very sound financial situation. The consent item was unanimously approved and will be published for public review, as required by state law.
  • City Administrator Eric Hanson commends the legacy of two long-tenured employees who will retire next month, both after more than 30 years with the City. Congratulations Linda Bruer and Gary Kramer!
  1. Staff Reports:
  • Staff recommended the low bidder in the repair of a retaining wall on New Ballwin Road. The wall was cracked due to an accident last fall. Staff submitted bids to the insurance company of the person at fault and received a check to pay for repairs. The board approved the low bidder to complete the repair.
  • Board approved purchase of a 500 gallon tack sprayer instead of the budgeted 250 gallon sprayer. It is $7,768 over the budgeted amount for this item, but enough funds remain in the public works account to pay for it due to favorable bidding on other purchases this year. In his report, Superintendent of Streets Jim Link shared that after paving Old Ballwin Road, Ballwin will have covered the cost of the paver in savings, plus an additional approximate $16,000. This savings is a testament to the talent and hard work of our asphalt crew.
  • In 2018 the Ballwin Police Department budgeted $15,000 to establish a barcoding system to track evidence. Only two bids were received. Staff recommended and the board approved the low bidder (Progressive Microtechnology Inc.) who came in under budget at $10,533 for the project.

The Board is on a modified summer schedule, meaning there will only be one meeting each month. The next meeting is scheduled for Monday, August 27 at 7 p.m.
