The Board of Aldermen meet on the second and fourth Mondays of each month at 7 p.m. in the Board Room of the Ballwin Government Center, 1 Government Ctr. Schedule and place subject to change. Meetings are open to the public. All citizens are urged to attend.

RECORD OF PROCEEDINGS

The meeting was called to order by Mayor Jones at 7:00 p.m.

 

The Minutes of the April 22, 2002 Board of Aldermen meeting and closed session were submitted for approval. A motion was made by Alderman Suozzi and seconded by Alderman Anderson to approve the Minutes. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

PROCLAMATION

Mayor Jones read a Proclamation that May 19 through 25 be proclaimed "Public Works Week", recognizing that the Public Works services are an integral part in the lives of the citizens.

CITIZEN COMMENTS

Lee Rascovar, 80 Meadowbrook Country Club Estates: Mr. Rascovar said he is a Trustee for the Meadowbrook Country Club Subdivision and is also representing the Country Club in this matter. He said the streets are in extremely poor condition and asked that the City do something soon to improve them. Mayor Jones explained that the City recently completed a survey to review and evaluate all Ballwin streets in terms of the condition and serviceability of the pavement. He said he does not know at this time where Meadowbrook Country Club falls within that study. Mr. Rascovar said there is no major plan to work on these streets in 2002 or 2003, and the streets in Meadowbrook Country Club are in much worse condition than the streets that are receiving attention this year and next year.

BILL # 3165

A motion was made by Alderman Gatton and seconded by Alderman Buermann for a first reading of Bill No. 3165. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3165 was read for the first time.

A motion was made by Alderman Anderson and seconded by Alderman Suozzi for a second reading of Bill No. 3165. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3165 was read for the second time.

A roll call was taken for passage and approval of Bill No. 3165 with the following results: Ayes – Robinson, Gatton, Easter, Suozzi, McDowell, Anderson, Lembke, Buermann. Nays – None. Whereupon Mayor Jones declared Bill No. 3165 approved and it became Ordinance No. 02-24.

A motion was made by Alderman Suozzi and seconded by Alderman Anderson to adopt the consent items. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

REPORT OF THE MAYOR

Fine Arts Appointment – Mayor Jones said that Alderman Gatton has suggested the appointment of Debbie Norris, a Woerther School Art Teacher, to serve on the Fine Arts Commission for a 3-year term. This is the longest remaining unexpired term. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

TIF Bonds – Mayor Jones said that the Bonds will be sold on May 21, 2002, and proposed that the Board hold a special meeting on this date at 6:00 p.m. to authorize the bond sale by adopting an ordinance.

A motion was made by Alderman Lembke and seconded by Alderman Suozzi to hold the special Board of Aldermen meeting on Tuesday, May 21, at 6:00 p.m. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

REPORT OF THE CITY ADMINISTRATOR

Clubhouse Usage: A motion was made by Alderman Gatton and seconded by Alderman Suozzi to adopt the revised recreational facility policy. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

New Ballwin Road: City Administrator Kuntz said St. Louis County would like to submit for the funding of this project via a federal grant. Making an east-west connection by Holy Infant Church is outside the scope of this project. He asked if the Board wants to move forward in case there is another round of funding. The Board agreed. City Administrator Kuntz suggested holding an open house informational meetings for the presentation of the 3-lane design and, take public comments. He recommended making no further commitment to St. Louis County until this open house was conducted. The Board agreed and authorized that two open houses be conducted to give plenty of opportunity for the public to come.

Boundary Adjustment Request: City Administrator Kuntz said the Lafayette Church of Christ has requested that Ballwin allow the City of Ellisville to annex the Ballwin portion of the land owned by the church. They have planned an expansion of their facility and it would be easier to accomplish if the entire site was in one city. This action requires that Ballwin and Ellisville pass ordinances and the approval of the Boundary Commission.

A motion was made by Alderman Easter and seconded by Alderman Robinson to draft legislation to change the Ballwin city limit boundary at this location. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

Clayton Road: City Administrator Kuntz said MoDOT has requested that Ballwin grant it some excess right-of-way along Clayton Road and is willing to trade for the right-of-way along Paulding Drive. He suggested that MoDOT make a presentation to the Board of Aldermen of what their plan is. The presentation should be made at an open Board Meeting so that the Ballwin citizens can hear first hand.

ALDERMANIC COMMENTS

A motion was made by Alderman Gatton and seconded by Alderman Robinson to authorize this action. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

A motion was made by Alderman Easter and seconded by Alderman Buermann to adjourn. The motion passed unanimously and the meeting was adjourned at 8:10 p.m.

Swimming Pools – Alderman McDowell said that a pool drainage regulation had been eliminated when the new code was adopted. He requested that the City Attorney draft appropriate legislation to reinstate this necessary regulation.Logo Options: City Administrator Kuntz said the logo options displayed at this meeting are a reflection of the views expressed by the citizens in the focus groups to translate into the first phases of what hopefully will become a City logo. City Administrator Kuntz said that the citizen focus groups did not come to a consensus on an icon that could be used throughout the City of Ballwin. They agreed that they wanted the logo to be clean, crisp exciting and distinctive. Craig Simon, with AKA Design, explained his ideas and how each design projected Ballwin as an exciting place to live. Alderman McDowell suggested incorporating the old and the new aspects of Ballwin that set it apart from the other cities in the area. He mentioned Olde Towne and The Barn At Lucerne as examples. Alderman Easter suggested using the letter "B" as an identification symbol, similar to the former logo, but rejected the "B" that was shown as several of Mr. Simon’s proposals, as too stylized.
