Finance & Administration Committee
The Finance & Administration Committee of the Ballwin Board of Aldermen will meet on Monday, April 11, 2005 at 6:30 p.m., prior to the regular scheduled Board of Aldermen meeting at 7:00 p.m. in the Board Room at the Donald Red Loehr Police & Court Center,     300 Park Drive.  The purpose of this session is to discuss potential revenue enhancements and cost reduction measures.  No formal action is expected.

Minutes of the April 11, 2005 Finance and Administration Committee Meeting

The meeting was called to order by Chairman Buermann at 6:30 p.m. in the Board room at the Donald “Red” Loehr Police and Court Center at 300 Park Drive.  The meeting was open to the public and notice was posted in the 24-hour lobby of Ballwin Police Department, the Government Center, and The Pointe on the Friday preceding the meeting.  Those in attendance were Chairman Buermann, Committee members McDowell, Gatton, and Fleming.  Also in attendance were Alderman Lembke, City Administrator Kuntz, Finance Officer Loehr, and Police Chief Biederman.

Chairman Buermann asked City Administrator Kuntz to review his recommendations as reflected in his memo of April 6.  Mr. Kuntz reiterated that he had not specifically recommended a commercial property tax, and neither the committee nor the Board has endorsed this concept.  It was just one of several options under consideration.  City Administrator Kuntz further pointed out that the City is not in an immediate financial crisis, but we have to be proactive to insure our future economic viability.

After further discussion, Alderman McDowell pointed out that the memo reflected a comprehensive strategy that should be pursued.  Alderman Fleming suggested that a Blue Ribbon financial review committee be appointed and that the Board adopt a plan within 90 days.  It was also recommended that the Buxton proposal be referred to the Board at their next meeting.

Adjourn:  A motion was made by Alderman Gatton and seconded by Alderman McDowell to adjourn.  There was no further discussion and the meeting adjourned at 6:58 p.m.
