Meeting MinutesMINUTES OF THE BOARD OF ALDERMEN MEETING CITY OF BALLWIN – 300 Park Drive June 13, 2016 THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. The meeting was called to order by Mayor Pogue at 7:00 p.m. Roll Call PRESENT ABSENT Mayor Tim Pogue Alderman Michael Finley Alderman Ross Bullington The Pledge of Allegiance was given. MINUTESThe Minutes of the June 13, 2016 Board of Aldermen meeting minutes were submitted for approval. A motion was made by Alderman Fleming and seconded by Alderman Leahy to approve the June 13, 2016Board of Aldermen meeting minutes to include the spelling correction of George Vitela and Liz Oglesby. A voice vote was taken with a unanimous affirmative result and the motion passed. CITIZEN COMMENTSRick Stream, of 1229 Lockett Ln in Kirkwood, Missouri, addressed the Board to thank them and the City of Ballwin for allowing him to participate in the Ballwin Days Parade. He said it was a lot of fun and that he met a number of people. He reiterated that he is running for State Senate, he added, he would provide each Board member with his personal cell phone number and email address. Allison Miller of 652 Osage Ridge Rd in Augusta, Missouri, voiced her concern about the congested parking lot Andy’s Frozen Custard is causing and the effect it is having on her business, Copper Tan. Ms. Miller said the loss of business may cause her to close her business. She stated Atlas Chiropractor will be relocating due to the parking lot issues. Mayor Pogue said the City will see as to what can be done but she will ultimately need to have this discussion with her landlord.
OLD BUSINESSBILL NO. 3930COLLECTION BINS The issue of regulating collection bins can be done through the site plan ordinance. City Administrator Hanson said no further action was needed and did not recommend further action by the Board. A motion was made by Alderman Roach and seconded by Alderman Fleming to table Bill No. 3930. A voice vote was taken with a unanimous affirmative result and Bill No. 3930 was tabled.
NEW BUSINESSBILL NO. 3932HENRY ELEMNTARY SUE A motion was made by Alderman Fleming and seconded by Alderman Leahy for a first reading of A motion was made by Alderman Roach and seconded by Alderman Fleming for a second reading of A roll call vote was taken for passage and approval of Bill No. 3932 with the following results: Ayes – Aldermen Roach, Fleming, Leahy, Kerlagon, Stallmann, Finley;

At the request of Alderman Stallmann, consent item “B” was held for further discussion. A motion was made by Alderman Kerlagon and seconded by Alderman Leahy to accept Consent Items A, C, D and E. A voice vote was taken with a unanimous affirmative result and the motion passed.
MAYOR’S REPORTMayor Pogue informed those who were interested that the Missouri Municipal League Annual Conference will be held in St. Louis on September 11th thru 14th. Those who are interested in attending should let himself or City Administrator Hanson know. Mayor Pogue stated that Ballwin has been recognized by Credit Donkey, a home security and credit website, for being named second safest city in the state of Missouri. He thanked Chief Scott for keeping the City safe. Mayor Pogue also announced that the Post-Dispatch recognized the City of Ballwin as one of the best places to work. Ballwin was the only municipality to make the list as top workplaces. He thanked all the department heads and staff.
CITY ADMINISTRATOR’S REPORTConsent Item B: City Administrator Hanson explained that this is a very active time for concrete contractors. One of the reasons the bids came back so high was because the project wasn’t large enough to warrant moving crews off other projects in order to get this project done. Alderman Fleming asked if the City were to pursue purchasing a swap loader truck, if this would allow the City to install the ramps. Director of Public Works stated that it would take our guys too long to complete the ramps. The reason for bidding it was because there was federal grant money coming through the community development block grant office that would help off-set the cost. It was suggested that staff pool the ramp replacement project with other concrete projects. A motion was made by Alderman Stallmann and seconded by Alderman Roach to accept Consent Item B. A voice vote was taken with a unanimous affirmative result and the motion passed.
CITY ATTORNEY’S REPORTSUSAGE OF THE CITY’S RIGHTS-OF-WAY City Attorney Jones provided the board with revisions from a bill he prepared previously for use of the City’s Rights-of-way. A motion was made by Alderman Fleming and seconded by Alderman Roach to have City Attorney Jones draft legislation. A voice vote was taken with a unanimous affirmative result and the motion passed.
ALDERMANIC COMMENTSAlderman Stallmann thanked staff for their continued work on social media, it is great to show the City’s involvement with the community. Alderman Roach thanked the employees who have been working outside in the hot weather and that he appreciates all their hard work. A motion was made by Alderman Fleming and seconded by Alderman Kerlagon to adjourn the Board of Aldermen Meeting. A roll call vote was taken with a unanimous result, and the meeting was adjourned at 7:39 p.m.
